Read a Service Code for a Domain

OperationId:readDomainServiceCode

Returns the single {domain} row for {type}/{code} as an object (not an array); 404 when nothing matches. The whole key triple is in the URL, so the result is unambiguous. Add full=true to fall back to the system-wide row of the same item/code.
