Count departments

OperationId:CountDepartments

Returns the number of departments in the domain as total. It counts the same set the list returns: declared departments and every name users are filed under.

Requires Office Manager, Site Manager, or Basic User in the domain, Reseller for a domain in your territory, or Super User or Super User Read Only. Other scopes, and a Reseller outside its territory, get 403.

Send department to check one name: total is then 1 if the department exists and 0 if not.
