OperationId:getFirewallStats

Reads, for each blocked address on one server, how many packets and bytes the firewall has dropped from it. Requires Super User or Admin Super User scope.

Counters run from when the firewall set was created: they survive a service restart and reset when the server reboots. recent marks addresses with drops in the last recentWindowSec seconds. A server whose firewall is not running answers 400.

The request goes to the IP rules service on {hostname}, and its status and body come back unchanged. Errors the API decides itself use the code and message form; errors from the service use the error form.
