OperationId:DeleteMsgDomain

Deletes the hold message at index and its metadata. The others keep their indexes, so the order has a gap until you reorder or add one there. Requires Office Manager, Call Center Supervisor, Route Manager, Reseller, or Super User scope. Site Manager can read domain hold messages but not change them.
