OperationId:CreateDeviceModelOverride

Adds one option to the model's blob. 409 if the option exists unless overwrite=yes; 400 with the reason when NDP could not read the value. Published on ndp_config_events; each NDP server merges the option into its row on receive.

Requires Super User.
