List text-to-speech voices

OperationId:GetAvailableVoices

Lists the text-to-speech voices the voice service offers for one language, so you can pick a text-to-speech-voice-id for a greeting, hold message, or music on hold (MoH) file. Any user can list voices for itself, and Office Manager, Site Manager, Call Center Supervisor, Route Manager, Reseller, and Super User for any user in the domain. Text to speech must be enabled for the user in the path.
