OperationId:UpdateAddressForUser

Changes one of a user's emergency (E911) addresses by its emergency-address-id. The address must belong to the user in the path. Only Office Manager, Site Manager, Reseller, and Super User can change a shared site or domain-level address here. Requires Office Manager, Site Manager, Reseller, or Super User scope, or Basic User scope for its own user.
