OperationId:DeleteConfiguration

Deletes one configuration row, named by config-name in the path and the key parts in the body, so the next less specific row, or the definition's default, applies. Every scope that can write configurations can call it, within its own tier; read-only scopes, such as Super User Read Only and Site Manager, get 403.
