OperationId:GetResellerFaxCoverPage

A cover page is a Word .docx with $(Placeholder) tokens. When a fax is sent with cover-page fields, the template is filled and sent as its own document ahead of the user's file. Templates are looked up at the user, then the domain, then the reseller, then the system level, and the first one found is used.

Answers which template is set at this level. With resolved=yes, answers the template a send would use.
