OperationId:ReorderHoldMessagesDomain

Changes the order of hold messages by renumbering the ones you list in ordinal-order. Requires Office Manager, Call Center Supervisor, Route Manager, Reseller, or Super User scope. Site Manager can read domain hold messages but not change them.
