OperationId:CreateConfiguration

Creates a configuration row: one value of a named setting for one combination of key parts, sent in the body. Every scope that can write configurations can call it, within its own tier; read-only scopes, such as Super User Read Only and Site Manager, get 403. Below Super User, the setting needs a definition whose config-def-allow-reseller-access is yes.
