OperationId:CountCDRSchedulesSystemwide

Returns how many CDR export schedules match, counted the same way GET /schedule selects them. Super User counts the whole platform, and a Reseller gets its own territory's count. Super User Read Only must send reseller or domain. Office Manager and lower scopes get 403: use GET /domains/{domain}/schedule/count.
