Add user blocked numbers

OperationId:AddBlockedNumbersUser

Adds numbers to one user's blocked-number list, or pauses or resumes the whole list. Calls from these numbers are rejected before any forwarding or simultaneous ring is tried. Requires Basic User scope or higher; a Basic User changes only their own list, and a Site Manager only those of users in its own site. PUT on the same path behaves the same way.
