Reads one rule of a dial policy as a domain sees it, by its permission-id. The rule may be filed under the domain or under the shared policy with this name. Requires Office Manager scope or higher for the domain: Office Manager and Site Manager read their own domain only, and a Reseller reads domains in its territory.
