OperationId:CreateMsgDomainFileUpload

Adds a hold message for the domain, from an uploaded file, a base64 file, or text to speech. It takes the next free index unless you send index. Requires Office Manager, Call Center Supervisor, Route Manager, Reseller, or Super User scope. Site Manager can read domain hold messages but not change them.
