OperationId:CreateParticipantConference

Adds a participant to a conference bridge and, unless call is no, has the bridge call them. Requires Basic User scope or higher. Basic User, Simple User, Call Center Agent, and Route Manager act only on the conference they own. Adding participants must be allowed for the domain, or only a Super User can add one.
