OperationId:UpdateConfiguration

Changes the value of an existing configuration row, named by config-name in the path and the key parts in the body, as the list returns them. Every scope that can write configurations can call it, within its own tier; read-only scopes, such as Super User Read Only and Site Manager, get 403.
