OperationId:CreateDialplanForDomain

Creates a dial plan in the domain. Requires Office Manager, Site Manager, Reseller, or Super User scope; a Reseller reaches only domains in its territory. Add rules to the new plan with POST /domains/{domain}/dialplans/{dialplan}/dialrules.
