Add domain blocked numbers

OperationId:AddBlockedNumbersForDomain

Adds numbers to the domain's blocked-number list, or pauses or resumes the whole list. Numbers you leave out stay on the list. Requires Office Manager scope for your own domain, or Reseller or Super User scope. PUT on the same path behaves the same way.
