OperationId:CountDialplans

Returns the number of dial plans your token can see. It is scoped the same way as GET /dialplans and takes the same filters, so the count matches the list. Office Manager, Site Manager, and every other scope below Reseller get 403; use GET /domains/{domain}/dialplans/count instead.
