OperationId:CreatePlatformQuota

Create the quota row for a domain named in the body. Super User only —
Super User Read Only is refused, unlike on the read above.

An omitted limit is stored as 0, i.e. unlimited — not as "unset".
domain may be default, which addresses the platform-wide row (stored as *).

Published on the service bus; 202 means published, not applied.
