Returns the scopes the caller can assign to a user, built-in and custom together, so one call fills a scope picker.Any scope can call this. The list holds only scopes the caller is allowed to assign: scopes at or below its own. A caller on a custom scope gets its own scope plus the scopes below its parent.Hidden scopes and disabled custom scopes are left out for every caller, Super User included. To manage the full catalog, hidden scopes included, use GET /scopes?include-built-in=yes&include-hidden=yes.
